There are no state or local tax withholdings on California Lottery prizes. However, winners, depending upon their personal financial situations, may still be liable for state or local personal income taxes on their winnings.
California State Lottery officials are required by the Internal Revenue Service (IRS) to withhold federal taxes from many lotto prizes. They must, by law, notify the IRS of any prizes awarded to players of more than $600.
Federal tax withholding rates vary according to a winner's residence status. The California State Lottery must withhold federal taxes of 25 percent when winners are U.S. citizens or resident aliens who have provided a Social Security number. U.S. citizens or resident aliens who have not provided a Social Security number to California Lottery officials will have withholding rates of 28 percent. Winners who state that they are not a U.S. citizen or a resident alien will have 30 percent of their prizes withheld for federal taxes.
In some cases, winners may be liable for additional federal taxes -- over and above those federal withholding rates -- depending upon their total financial situation.
